10 This arrangement will continue until the Customs have established their own Employés at these five stations, after which the rule laid down above will be followed. Meanwhile ½ of the expenses of the stations for salaries and wages will be borne by the Customs.
6. Hereafter opium found without the marks or stamps permit of the Opium duty office may be confiscated by the Customs although it bear the Lekin mark & stamps. The Lekin Office must not object but may in like manner confiscate opium which is marked as having paid duty, but without proof of having paid Lekin.
7. When a case of smuggling is reported to the Lekin office and it is necessary to use a steamer, the Deputy of the Customs must be informed in order that a steamer may be sent to make the seizure. Similarly, information must be given to the deputy of native cruisers of their intended use.
8. The number of cruisers & Troops at the Lekin stations must not be diminished. But when the Customs' stations have been established, then an addition or decrease can be made as circumstances shall require.
9. The deputies of the Several Lekin Customs Stations must not leave their ports without authority; nor may they act for one another. This rule is to prevent the shirking of responsibility upon questions of importance.
10. The Customs & Lekin station being together, the clerks, officers, & soldiers belonging to them should attend to their duty.
